Position Overview

The Railroad Commission of Texas (RRC) is seeking two experienced Technical Project Managers Project Manager 2 to lead complex enterprise technology initiatives, including the organization's Mainframe Transformation initiative and Azure-based modernization projects .

The Technical Project Manager will lead cross-functional technical teams through the full project lifecycle, ensuring projects are delivered on schedule, within budget, and in alignment with business and technical objectives.

The ideal candidate will combine strong project management expertise with sufficient technical knowledge of Microsoft Azure, .NET/C#, SQL Server, DevOps, CI/CD, software development, data integration, and Agile methodologies to effectively coordinate technical teams and stakeholders.

The selected candidate will be responsible for managing project scope, schedules, resources, budgets, risks, issues, dependencies, vendor coordination, stakeholder communication, and executive reporting throughout the Software Development Life Cycle (SDLC).

Key Responsibilities

Project Management

• Lead end-to-end planning and execution of complex technical projects.
• Manage Mainframe Transformation and Azure-based modernization initiatives.
• Develop and maintain detailed project plans, schedules, milestones, and deliverables.
• Ensure projects remain aligned with approved scope, timelines, budgets, and organizational objectives.
• Manage multiple projects simultaneously while maintaining quality and meeting deadlines.
• Track project progress and proactively address schedule, scope, and resource concerns.

Stakeholder Management

• Serve as the primary project management liaison between technical teams, business stakeholders, vendors, and agency leadership.
• Facilitate project meetings, status reviews, planning sessions, and executive briefings.
• Communicate project status, risks, issues, dependencies, and decisions clearly to stakeholders.
• Manage stakeholder expectations and ensure timely escalation of critical concerns.
• Build effective working relationships across cross-functional teams.

Technical Project Oversight

• Provide project-level oversight of Azure cloud initiatives and technical solution roadmaps.
• Coordinate technical teams working with Azure services, application development, DevOps, CI/CD, and data integration.
• Demonstrate sufficient technical understanding of .NET Core, C#, SQL Server, Azure, and software integration to effectively manage technical delivery.
• Coordinate activities across architecture, development, infrastructure, DevOps, QA, data, and business teams.
• Monitor technical dependencies and ensure integration activities are incorporated into project plans.

Agile / SDLC Management

• Manage projects using Agile methodologies, including Scrum and/or Kanban.
• Facilitate sprint planning, backlog grooming/refinement, sprint reviews, retrospectives, and other Agile ceremonies.
• Coordinate development activities throughout the Software Development Life Cycle.
• Monitor sprint progress, milestones, deliverables, and release schedules.
• Work closely with Product Owners, Scrum Masters, developers, architects, QA teams, and technical leads.
• Identify impediments and coordinate timely resolution.

Risk, Issue & Dependency Management

• Identify, document, monitor, and mitigate project risks.
• Maintain project RAID logs covering risks, assumptions, issues, and dependencies.
• Develop mitigation and contingency plans for high-impact risks.
• Escalate critical issues to appropriate stakeholders and leadership.
• Monitor dependencies across teams, applications, vendors, and technical workstreams.

Resource & Budget Management

• Develop resource plans and coordinate staffing requirements.
• Monitor resource utilization and project capacity.
• Support project budgeting, forecasting, and financial tracking.
• Coordinate vendor activities and deliverables.
• Ensure resources are aligned with project priorities and delivery milestones.

Quality & Performance Monitoring

• Work with technical leads and QA teams to monitor solution quality and project deliverables.
• Track project performance against approved schedules, milestones, and objectives.
• Identify delivery gaps and coordinate corrective actions.
• Support quality assurance activities throughout the SDLC.

Compliance & Governance

• Support RRC's technology initiatives within the regulatory environment of the Oil, Gas, and Energy sector .
• Follow applicable agency policies, project governance standards, and documentation requirements.
• Ensure disciplined project execution and appropriate reporting throughout the engagement.

Required Qualifications

• Bachelor's degree from an accredited four-year college or university in Computer Science, Information Technology, Engineering, Business, or a related field .
• 6+ years of technical project management experience supporting enterprise technology initiatives.
• 6+ years of experience managing cloud-based enterprise projects , preferably involving Microsoft Azure.
• 6+ years of experience managing SDLC-based projects using Agile/Scrum methodologies.
• 6+ years of experience with Azure DevOps, CI/CD processes, and related development workflows.
• 6+ years of experience managing or coordinating projects involving .NET Core, C#, and SQL Server.
• 6+ years of experience leading cross-functional technical teams.
• 6+ years of experience with resource planning, project budgeting, and vendor coordination.
• 6+ years of experience creating project plans, dashboards, Gantt charts, and executive status reports.
• Excellent verbal, written, presentation, and stakeholder communication skills.
• Strong organizational skills and exceptional attention to detail.
• Ability to manage multiple projects and priorities simultaneously.
• Strong analytical, problem-solving, and decision-making abilities.
• Ability to work effectively in a dynamic, deadline-driven environment.
• Experience with mainframe modernization or transformation projects .
• Experience migrating or modernizing legacy applications to cloud-based environments.
• Knowledge of Azure architecture, application modernization, DevOps, and cloud integration.
• Experience working with government agencies or highly regulated environments.
• Experience coordinating large enterprise transformation programs.
• Familiarity with data integration and enterprise application integration strategies.
